Flail operates as a double agent, simultaneously affiliated with Special Fire Force Company 3 and the Knights of the Ashen Flame (White-Clad). He infiltrates Company 3 to spy for the White-Clad, executing missions to gather classified Fire Force intelligence, procure advanced materials from entities like Haijima Industries, and covertly create artificial infernals to sow chaos, contributing to recognized corruption within the Fire Force structure.
Physically, Flail appears as an older man with wrinkles, dark hair tied in a bun, and a distinctive grown-out beard. Within Company 3, he wears their standard bunker gear and a helmet bearing the brigade's emblem. As a White-Clad operative, he dons their signature white attire, including a hooded cape adorned with the cross symbol of the Sol God.
A Third Generation pyrokinetic, Flail's Ignition Ability generates and manipulates flames shaped into a spiked iron ball chained to a handle, forming a fiery flail weapon. This weapon varies significantly in size, from standard to larger than his own body, enabling crushing and burning attacks. He is acknowledged as an elite combat specialist within the White-Clad.
His significant involvement occurs during the Vulcan's Workshop arc. Under Dr. Giovanni's orders, Flail and Mirage aim to eliminate everyone at the workshop and stage it as an infernal attack. Changing into White-Clad attire, they confront Arthur Boyle outside. Flail clashes directly with Arthur using his flail but is overpowered. He later attempts to exploit Arthur's distraction by Mirage's illusions, only to be thwarted by Hibana's intervention, leaving him incapacitated. Following an explosion and Shō Kusakabe's arrival, Flail retreats with other White-Clad members to the Netherworld.
In the Netherworld arc, Flail encounters Maki Oze after the White-Clad separates Company 8 members. He commands subordinate soldiers to attack her, but they are swiftly defeated. Flail then confronts Maki directly, invoking the "Preacher" and attempting to crush her with his enlarged flail. Maki retaliates using her Iron Owl projectiles. After Flail taunts her by dismissing the effectiveness of her attacks—a remark interpreted as questioning her femininity—Maki becomes enraged and defeats him with a single, powerful strike.
Flail was deceased following this defeat. However, during the Great Cataclysm arc, Shinra Kusakabe's time manipulation reversing catastrophe and rearranging reality resulted in Flail being restored to life.
