Alongside teammates Ryō Hibiki and Anise Pharm, he transforms into the cyborg warrior Borgman, clad in a green Baltector suit specialized for wide-area attacks and wielding a Battle Launcher as his primary weapon. Though often perceived as a smug lady-killer, he reveals a strong sense of justice, sincerity, and good-natured personality. His deep friendship with Ryō, forged during their trainee days, makes them a highly effective combat team. Chuck possesses unexpected superhuman strength but harbors a dislike for natto. His early transportation is a modified buggy, later replaced by the combat vehicle Beaglehead. During the original series, he develops a romantic relationship with Miki Katsura, leader of the Phantom Swat anti-demon unit and daughter of the wealthy Katsura conglomerate.

In the OVA "Borgman: The Last Battle," set when he is 20, Chuck works for the Megalo City Police Department alongside Miki, investigating mysterious incidents. This period solidifies his transition into law enforcement and deepens his commitment to protecting humanity.

By "Sonic Soldier Borgman II: New Century 2058" (2058), Chuck serves as director of the Katsura Research Institute, commanding a new generation of Borgman warriors against the revived demon threat. His affiliation with the Katsura conglomerate confirms his marriage to Miki Katsura. His appearance reflects mature leadership, featuring hair slicked back and his signature cool shades. In this role, he oversees operations against the demonic resurgence, including recruiting and cybernetically enhancing Ken Minai after Ken sustains life-threatening injuries. Chuck supports the new team as they confront Ken's brainwashed sister Eliza and the demonic Master.
