Despite his slender physique, he possessed unexpected superhuman strength. Chuck wore a green Baltector suit optimized for wide-area attacks and wielded a Battle Launcher as his primary weapon. His initial transportation was a modified buggy, later replaced by the combat vehicle Beaglehead. He exhibited a strong sense of justice and sincerity, contrasting with a perceived lady-killer persona, and held a notable aversion to natto. During the original conflict, his deepening relationship with Miki Katsura, leader of the Phantom Swat anti-demon unit, evolved into a romantic connection.

Following the Borgman team's dissolution, Chuck joined the Megalo City Police Department, investigating mysterious incidents, including supernatural occurrences. Years after their initial battles, during the events of "Lover's Rain," he reunited with former teammates Ryō and Anise. Together, they confronted an army of undead entities threatening the city. His commitment to law enforcement and protecting civilians persisted in this role.

By 2058, his responsibilities shifted significantly to Director of the Katsura Research Institute. There, he commanded and mentored a new generation of Borgman warriors facing a resurgence of demonic threats under "the Master" in Megalo City. Leveraging decades of experience as an active Borgman and police officer, he coordinated defense efforts against these revived enemies.
