Formally identified as the Iron-Masked Marauder and commonly known as "Mascarado," this elite Team Rocket officer pursues a singular objective: capturing the mythical Pokémon Celebi. His goal is not to deliver Celebi to Giovanni, but to exploit its time-travel abilities to overthrow the Team Rocket leader and seize control of the organization and the world.
He commands specialized technology, including Dark Balls—custom Pokéballs that instantly maximize a captured Pokémon's power while corrupting it into an "evil" state under his control. His arsenal also features a mechanized Spidermobile capable of traversing terrain and delivering electric shocks, along with a personal jetpack for aerial mobility.
His team consists of Pokémon corrupted by Dark Balls:
*   Sneasel, frequently deployed for interrogation and combat, utilizes Slash.
*   Scizor, employed for pursuit, uses Double Team and Quick Attack.
*   Tyranitar, stolen from a poacher and corrupted, demonstrates destructive power with Hyper Beam.
After capturing Celebi with a Dark Ball, he forces it to generate a colossal wooden entity constructed from forest materials. Controlled by Celebi at its core, this construct attacks with entangling vines, dark electricity, and a powerful energy laser.
His combat feats include surviving a direct Thunderbolt attack from Pikachu and enduring a high-altitude fall through tree canopies without losing consciousness. However, his control over Celebi remains unstable; the brainwashing breaks if Celebi encounters reminders of its past, and prolonged corruption risks fatally draining Celebi's life force.
His defeat follows Celebi's liberation. During the confrontation, he attempts jetpack escape but is intercepted, resulting in a crash. Forest-dwelling Pokémon and human allies subsequently capture and restrain him. Earlier Japanese media alternatively named the character "Vicious," a reference to musician Sid Vicious.
