Description
Hideyuki Makimura is a foundational character in the City Hunter narrative, whose presence is felt throughout the series despite his early death. He is introduced as the first partner of the protagonist Ryo Saeba, and together they form the original City Hunter team operating in the underworld of Shinjuku. Before this partnership, Hideyuki was a police detective, following in the footsteps of his father who was also an officer. During his time on the force, he was known for his strong sense of justice and worked alongside the formidable detective Saeko Nogami, with whom he shared a close and professionally respected relationship that carried hints of romantic affection. After a fatal incident during an undercover operation led to him being held responsible, he resigned from the police department and subsequently began working with Ryo.
In terms of personality, Hideyuki serves as a complete foil to his exuberant and lecherous partner. He is characterized by a calm, mellow, and reasonable demeanor, often appearing bored or deadpan. He is neat, capable of handling household chores, and is a responsible individual dedicated to his work and, most importantly, to his family. This protective instinct is most visible in his relationship with his younger sister, Kaori Makimura, whom he raises as a single guardian after their father's death. Although they are not blood-related, Hideyuki cares for her deeply, and his normally placid temperament can change dramatically when her safety or well-being is at stake. He had planned to reveal the truth about her origins on her twentieth birthday, a secret he never got the chance to share.
Hideyuki's role in the story is that of a catalyst. He is the one who connects Ryo, Kaori, and Saeko, and his death sets the primary status quo for the entire series. His life is cut short when he is murdered by a criminal syndicate. In the original manga, this is the Union Teope, while the anime adaptation changes the organization to the Red Pegasus drug syndicate. Refusing to cooperate with their criminal dealings, he is hunted down and killed by a powerful assassin. Despite being mortally wounded, he manages to make his way to Ryo and, with his last breath, makes two critical requests: that Ryo take care of his sister Kaori, and that he give her a ring, a keepsake from their mother. This dying wish is the direct motivation for Kaori becoming Ryo's new partner, a role she takes over from her brother, effectively inheriting his position as the one who manages clients and gathers information for the City Hunter.
His key relationships are the pillars upon which the series is built. His bond with Ryo Saeba is one of deep trust and friendship; Ryo is visibly shaken by his death and carries the weight of his promise to protect Kaori throughout the entire story. His relationship with his adoptive sister Kaori is defined by his loving and protective guardianship, and his death transforms her life, pushing her into the dangerous world of a sweeper. The connection to Saeko Nogami is also significant, as she is one of the few people who truly knew him. It is implied that Saeko held strong feelings for him, and his death leaves a lasting impression on her as well.
While his development is tragically cut short, his legacy is a form of character development for those he left behind. Ryo is often seen reminiscing about him in later stories, especially when faced with a doppelganger detective named Hirotaka Kitao or when dealing with the weight of his own past. In the parallel world of Angel Heart, Hideyuki also appears, where his relationship with Saeko is explored in greater depth, and he once again meets a tragic end, this time while considering marriage to her, cementing his role as a tragic figure across different continuities.
In terms of notable abilities, Hideyuki was a competent and capable fighter. Even though his skills may have diminished after leaving the police force due to no longer carrying a firearm as habitually, he was known for his proficiency with a gun and his skill in knife-throwing. His preferred firearm is the Colt Lawman MK III.357 Magnum revolver. His practical skills also extended to daily life, as he was a good cook, reportedly even better than Kaori, a skill he likely developed while raising her. Physically, he is described as being slightly shorter than Ryo Saeba, with a somewhat hunched posture, and he wears glasses for severe myopia.
