I.C. Blues, also called Bruce Carl Bernstein or Blues Carl Bernstein, leads the JJ9 team. He initiates a high-stakes wager with the Bloody God syndicate leader, betting he can traverse all 50 planets in the solar system within one year. Embracing his gambler instincts, Blues recruits core members Rock Anlock, Beat MacKenzie, and Birdy Shaw. He acquires the transforming train-robot Sasuraiger from space merchant D.D. Richman for the mission, personally commanding it with the transformation phrase "Let's Sasuride!"

Blues coordinates the team through obstacles and Bloody Syndicate sabotage attempts, displaying strategic thinking, charisma, and confidence. He is noted in-universe for physical appeal and resilience, sustaining only minor setbacks like illness. The team expands to include technician Jimmy Kenjo and domestic assistant Suzy Chang, who join partly to find a planet permitting underage marriage. Inspector Organ pursues them, mistakenly believing them to be bank robbers.

The mission concludes when Bloody God halts his own subordinates from disrupting Jimmy and Suzy’s wedding. Blues wins the bet, prompting Bloody God to honorably concede defeat.
