Description
Hirobumi Ito appears in the live-action film Rurouni Kenshin Part III: The Legend Ends as a high-ranking official within the Meiji government, specifically holding the position of Home Minister. In the film, he is a pragmatic political figure who is forced to navigate a crisis when the powerful former assassin Shishio Makoto threatens to overthrow the government. Shishio coerces Ito by demanding the capture and public execution of the former assassin Battosai, the past identity of the wandering swordsman Kenshin Himura, using the threat of exposing the government's own dark secrets from the Bakumatsu era.

Ito's personality is depicted as calculating and manipulative, primarily concerned with the stability and survival of the new Meiji regime. The film gives the historical figure a significant villainous upgrade, presenting him as a character willing to authorize ruthless actions, including cover-ups and assassinations, to secure his political power. He is not a warrior but a strategist, demonstrating that he is a nasty piece of work when circumstances require it. His primary motivation throughout the film is to neutralize the threat posed by Shishio by any means necessary, even if that means sacrificing an innocent person like Kenshin to achieve a temporary solution.

In the story, Ito's key role is orchestrating a complex deception. He publicly brands Kenshin a wanted criminal and schedules a public execution to satisfy Shishio's demands. However, this event is a staged plot devised in secret with Kenshin and another government operative, Saito Hajime. The public execution is a carefully arranged sham designed to fool Shishio's spies, allowing Kenshin to be freed at the last moment so he can board Shishio's ironclad battleship and confront the enemy directly. This plan demonstrates Ito's duplicitous and pragmatic nature, as he is willing to use Kenshin as a tool and risk his life for the government's cause. After Shishio is defeated and his battleship destroyed, Ito displays his political cunning once more by officially declaring the assassin Battosai dead while simultaneously honoring Kenshin Himura as a hero, a maneuver that allows the government to save face and move forward. This points to a final development in his character's arc, as he consolidates his power and sets the Meiji government on a path toward a more authoritarian future.

His key relationships in the film are primarily functional. He interacts with Shishio as a direct antagonist, being forced into a position of compliance by the villain's superior power and knowledge. His relationship with Kenshin is that of a political handler to an operative; he does not trust Kenshin as an individual but relies on his skills as a warrior to eliminate the threat to the state. As a government minister, Ito has no notable combat abilities or unique physical skills, as his power is derived from his political authority and strategic mind, not from swordsmanship.
