Description
Chief Uramura is the local police chief in Tokyo and a supporting character in the story. He is a man with dark brown hair, prominent arched eyebrows, a thin mustache, and eyes that are typically shown as closed slits, which he complements with a pair of spectacles. His official uniform consists of a blue police cap with a red rim and a yellow symbol, a blue police jacket worn over a white long-sleeved shirt, blue trousers, and a belt that holds his sword.
As a dutiful and serious public servant, Uramura takes his professional responsibilities to heart. He is pragmatic and not too proud to seek outside help when a situation exceeds the capabilities of his police force. His initial perception of the legendary hitokiri Battosai is one of caution and suspicion, viewing the manslayer as a dangerous outlaw. However, this perspective changes dramatically after he personally witnesses the truth about Kenshin Himura. Upon learning that Kenshin is not a threat but a patriot who now seeks to protect others, Uramura completely revises his opinion and becomes a trusted ally.
Uramura's role is that of a reliable authority figure who often serves as a bridge between the official law enforcement and Kenshin's unofficial peacekeeping efforts. He provides critical information to Kenshin, such as when he requests help to stop the murderer Udo Jin-e. His trust in the group extends to accepting Kenshin's word in delicate situations, for instance when he chooses to believe that Megumi was forced to manufacture opium against her will rather than being a willing criminal.
His most important relationship is with Kenshin Himura, evolving from initial antagonism to a strong mutual respect and friendship. He also comes to trust the wider group associated with Kenshin. This trust is reciprocated in a significant way; later, when Sanosuke is wanted by the authorities, Uramura deliberately misdirects the police to help him escape, returning a favor after receiving aid during a crisis. Uramura deeply cares for his family, and he bravely attempts to defend them when his home is attacked by enemies, though he is easily overpowered.
Throughout the story, Uramura demonstrates a quiet but steady development. He moves from being a cautious official merely following orders to an active, trusted confidant who values his personal bonds with Kenshin and his friends above strict police protocol. In terms of abilities, Uramura is equipped with standard police tools for the era, carrying both a sword and a gun. However, his actual combat skills are shown to be quite limited; he is swiftly defeated by the powerful antagonists he encounters and provides little resistance in a direct fight.
