Giuseppe is a young man known throughout his town as Toritsukare Otoko, the Obsessed Man, because whenever he becomes absorbed in something, he focuses on it so completely that he cannot see anything else around him. His fixations are wildly unpredictable, ranging from triple jumping and detective work to singing, clam digging, and collecting sunglasses. One day, his attention is captured by Pechka, a quiet girl who sells balloons in the town square, and he falls instantly in love with her at first sight. As he musters the courage to approach her, Giuseppe senses a deep and unspoken sadness hidden within her heart.

Determined to help the girl he loves, Giuseppe enlists the aid of his only partner, a clever mouse named Cielo. Together, they begin to secretly work on easing Pechka’s troubles.
