The world is filled with cruel individuals who inflict suffering on the innocent, from petty thieves to sociopathic criminals. When victims find themselves trapped by pain stemming from romance, finances, reputation, or even death, their anger becomes overwhelming. Those who can no longer endure call upon the mysterious woman Houjou Shiori, the owner of Uramiya, a specialized revenge shop.

Operating under the principle that proper payment guarantees proper vengeance, Uramiya executes elaborate revenge schemes on behalf of its clients. These schemes range from financial destruction and social ruin through public embarrassment to the ultimate price of taking a life. Houjou Shiori leads this operation with professional precision, leaving no evidence behind her work. She is assisted by a small team including an unnamed information researcher, the otaku Shiwasuda Takeomi, high school student Sugikawa Rina, and the womanizer Shu.

The narrative follows Houjou Shiori as she handles cases brought by desperate clients. One early client is a young girl who has suffered unbearable bullying at school, while another is a salaryman whose jealous coworker has systematically destroyed his mental and physical well-being. A shop owner seeks revenge after unidentified individuals disrupt their business, and a young man trapped by loan sharks who ruined his family also comes seeking aid. These victims, unable to find justice through legitimate channels, turn to the Uramiya for the retribution society has denied them.

Across the story, Detective Yadorogi Satoshi becomes aware of the mysterious revenge shop and attempts to investigate its operations. He informs others at the police bureau about the existence of Uramiya, but no one believes him. As Houjou Shiori and her team execute increasingly elaborate revenge performances, they remain ghosts in the system, their cases leaving no trace of evidence behind. The series presents a dark exploration of human cruelty and the desperate measures ordinary people take when pushed beyond their limits by an imperfect world.
