In a near-future Japan, a lethal new drug called DOPE is spreading rapidly. DOPE can unlock extraordinary abilities in its users, turning ordinary criminals into superhuman threats known as DOPErs. To combat this, the government secretly establishes the Special Investigations Division (Tokusōka) within the Narcotics Control Department, staffed by individuals born with innate supernatural talents.

Yuto Saiki, a rookie narcotics officer gifted with the power of future vision, is abruptly transferred into this covert unit. He is paired with Teppei Jinnai, a cynical and brutal veteran whose eyes grant him superhuman sight. Saiki believes in redemption and second chances; Jinnai views DOPErs as pests to be exterminated. Despite their clashing philosophies, the two are forced to work together, joined by other remarkable agents: Hikaru Watanuki, a former SAT member with monstrous strength; Takumi Shibahara, who has a preternatural sense of smell; Iori Natsume, a walking database with perfect memory; Nicholas, an undercover specialist with tactile perception; and their pragmatic leader, Kosuke Katsuragi, who can hear ultrasonic frequencies.

Beneath the surface of each case, a darker story unfolds. Jinnai’s wife, Kaori, a journalist, was murdered seven years ago while investigating the drug trade. Her killer was never truly found. Consumed by grief and rage, Jinnai secretly collaborates with Jiu, a mysterious crime boss who leads the international syndicate White Crow. Jinnai feeds Jiu information in exchange for leads on Kaori’s murder. At Jiu’s side is Ruka Izumi, a former Tokusōka member with mind-reading abilities.

The plot weaves through several intertwined threads. A five-hundred-million-yen theft from police evidence reveals deep corruption inside the police force. The stolen money was funneled to the criminal group Renryūkai, and Kaori’s investigation into that case led to her death. The true culprits turn out to be Jinnai’s trusted colleagues: detective Shunji Tokura killed Kaori under orders from the yakuza, and officer Sōichi Hongō covered it up. Jinnai nearly murders Tokura in revenge, but Jiu psychically forces Jinnai to pull the trigger. Jinnai is arrested, later escapes, and goes into hiding.

Meanwhile, Saiki learns that his own family is entangled in DOPE’s origin. His father, a researcher at the BioAile Institute, developed a drug that could awaken latent abilities in anyone; that research became the blueprint for DOPE. Jiu obtained that data and spread the drug across Japan. Saiki’s mother became a DOPE addict, and his younger sister Yui develops the power to stop time. Jiu has been manipulating events for years, grooming Saiki to unlock his full potential: the ability to see and control the past, present, and future.

The narrative builds to a final confrontation at a water-treatment plant, where Jiu sets a deadly game: he escapes thirty violent criminals and forces them to take DOPE, then unleashes a bombing spree across Tokyo. The Tokusōka team loses one of its own, Iori, who is tortured to death by government agents hunting psychics. Saiki and Jinnai face Jiu together. Saiki is shot, but Yui freezes time, and Saiki awakens his true power: absolute control over reality. He strips Jiu of his abilities, turning the immortal crime lord into an ordinary man. Jiu asks to be killed, but Saiki refuses, instead erasing Jiu’s powers and leaving him powerless.

In the aftermath, Jinnai turns himself in and is imprisoned. Saiki reconciles with his mother, who finally overcomes her addiction, and takes care of his sister. The team is commended, but Saiki’s overwhelming power remains a looming question. The story concludes with an open-ended sense of cautious peace, as the bonds between the odd-couple partners and the surviving members of the Tokusōka hold firm against a world still grappling with the curse of DOPE.
