Police officer Kiku Shinonome is a nineteen-year-old woman who suffers a life-threatening injury while investigating a case. With contemporary medicine unable to save her, she is placed into cryogenic stasis for sixty years. When she finally awakens, Japan has changed drastically: the public police force she once served has been replaced by private security corporations. In this unfamiliar world, Kiku is forced to partner with Kyo Tsukisagari, a notorious criminal with a long rap sheet who wields powerful psychic abilities known as special abilities, or Tokunou. Despite their clashing personalities, the two are assigned to solve paranormal incidents together, forming an unlikely but effective buddy duo.

The story unfolds across several major arcs. Early on, Kiku and Kyo investigate a series of mysterious incidents at an all-girls academy, leading to a confrontation with a hidden perpetrator. Later, a massive floating airport city called the AAC is hijacked by a pair of terrorist twins, the Tsubaki sisters, triggering a two-versus-two battle to retake the facility. In the following Blackworks arc, Kyo is captured and detained by a private police corporation named Blackworks. Kiku teams up with a formidable freelance officer named Kuchinawa to storm the company's headquarters and rescue her partner, facing off against powerful Tokunou users such as Marberi. After Kyo is safely returned, the duo enjoys a brief period of peace, but a new threat emerges: Shin'in Leon, a class-eight Tokunou criminal whose strength tests the bonds between Kiku and Kyo. Throughout these events, their relationship deepens as they learn to trust and rely on each other, even as the world around them grows more dangerous.
