In 2011, Tokyo City has become the undisputed center of the world, a melting pot of every race, industry, and culture. The city’s explosive growth is matched by a surge in violent crime, pushing the government to establish a second, elite police force known as the Geo Police, dedicated solely to combating the most dangerous offenders. Assigned to this unit is Joe Nogi, a former New York police detective who was gunned down by a criminal syndicate while on duty. His relentless hatred of crime and unwavering sense of justice convinced his superiors to rebuild him as a cyborg, granting him superhuman strength, speed, and resilience.
Joe awakens in Tokyo with no memory of his transformation, only gradually realizing the extent of his mechanical enhancements. As a member of the Geo Police, he uses his newfound powers to crack down on a series of escalating threats, including a shadowy American organization attempting to militarize a biological weapon and a terrorist cell plotting to seize control of the national government. Despite his successes, Joe begins to struggle with a deep personal fear: that his own uncontrollable cyborg abilities could one day harm the colleagues and civilians he is sworn to protect.
This internal conflict intensifies when a routine investigation uncovers a conspiracy aimed at destroying the Geo Police from within. The mastermind behind the plot is a clandestine organization called Again, the very same group that performed Joe’s cyborg surgery. Now Joe must confront his creators, wrestle with the question of his own humanity, and make a stand to defend his fellow officers and the city he has come to call home. The story builds toward a final, desperate battle in which Joe’s past, his powers, and his loyalty are all put to the ultimate test.
