Richard Rossner is an American actor, writer, and voice actor known for his extensive work in English-language dubs of Japanese anime series and films during the 1970s and 1980s. He was born on November 24, 1950, and his career in the entertainment industry began around 1970.

Rossner's voice became familiar to audiences through his leading roles in several notable anime series produced for the American market. He provided the voice for the title character in the space opera series Space Pirate Captain Harlock. In addition to voicing Captain Harlock, he also portrayed the characters Tommy Hairball and Wally in the same series for its ZIV International dub. He was also the voice of King Arthur in the series King Arthur & the Knights of the Round Table.

His work extended to other popular genres of the era. In the animated series Starvengers, he voiced the characters Homer Winthrow, Paladin Spencer, and Emperor Ramzorch. For the Jim Terry production of Dino Mech Gaiking, Rossner was the voice of the protagonist Sanshiro Tsuwabuki, as well as Gen Sakon and the antagonist Emperor Darius. In the film Super Grand Prix, he voiced the character Shawn "Crash" Corrigan.

Beyond these central roles, Rossner was a prolific voice actor who contributed to numerous English adaptations, often playing multiple characters within a single production. His filmography includes the Jim Terry dub of The Adventures of Buratino, where he voiced several roles including Papa Carlo and Pierrot. He was also featured in the English versions of The Adventures of Scamper the Penguin, Shadow World, The Adventures of Pinocchio, the various Time Fighters productions, and Ninja the Wonder Boy. His career in dubbing continued into the late 1980s, with additional voice work on Wee Wendy in 1989.
