Chiharu Tezuka is a Japanese voice actress born on October 27, 1974, in Tokyo. She is affiliated with the talent management firm Arts Vision. Tezuka is a graduate of the Japan Narration Acting Institute.

Tezuka began her career in the early 1990s. She was a member of the voice actor unit Cristal A, formed with fellow actresses including Saiga Mitsuki.
