Yoshimitsu Shimoyama is a Japanese voice actor born on May 6, 1976, in Kanagawa Prefecture. He began his career in the late 1990s and has been active in the industry since 1997, building a extensive portfolio of roles across anime, video games, and tokusatsu productions. He is known for his versatility, often providing voices for a wide range of characters, from stern authority figures to comedic roles and creatures.

In his early career, Shimoyama gained recognition for his work in several long-running and popular franchises. He voiced the character Mukkuru in the anime adaptation of the visual novel Utawarerumono. He also became a familiar presence in the MegaMan NT Warrior series (known as Rockman EXE in Japan), providing the voice for GutsMan.EXE across multiple installments of the anime.
