Katsuhiro Tokuishi is a Japanese voice actor, also known by the romanization of his name, Katsuhiro Tokuishi. He was born on October 16 in Kagoshima Prefecture, Japan, and is affiliated with the talent management firm 81 Produce. He is a speaker of the Kagoshima dialect. His personal interests include cycling, tennis, playing card games, and engaging in MMORPGs.

Tokuishi's career in anime began around 2012, with his early roles consisting of various background and supporting characters. His filmography from this period includes appearances in series such as Blast of Tempest, Robotics;Notes, and The World God Only Knows: Goddesses Arc, where he voiced numerous unnamed characters like students, staff members, and guests. He continued to build his experience throughout the 2010s with a steady stream of minor roles in a wide variety of shows, including Kill la Kill, Your Lie in April, and CROSS ANGE: Rondo of Angel and Dragon.
