Rio Tsuchiya is a Japanese voice actress and singer born on August 19, 1997, in Kanagawa Prefecture. She is affiliated with the talent agency Office Osawa and has been active in the industry since 2019.

Tsuchiya's path to voice acting began with stage performances. In 2016, she was cast in a voice-acting stage production of The Tale of Genji after a public audition. Her professional voice acting debut came in 2019 when she was cast as Mei Tōmi in the video game Cue!. This role marked the beginning of her career and she later reprised the character in the game's 2022 anime adaptation.

She has accumulated a diverse range of roles in anime television series. Notable credits include Ranka in SSSS.Dynazenon from 2021, Shakuyaku in In the Heart of Kunoichi Tsubaki from 2022, and Yukari Tsubaki in My Love Story with Yamada-kun at Lv999 from 2023. Her other television roles include Tanya in My One-Hit Kill Sister (2022), Hezera and Grea in Ragna Crimson (2023), Kinu Tanukikōji in My Deer Friend Nokotan (2024), and Kozue Nishimori in Negative Positive Angler (2024). In original net animations, she voiced Hinano Hoshikita in Pole Princess!! (2023) and Seria Urutsuki in Gundam Build Metaverse (2023).

Her work in video games is extensive and forms a significant part of her career. She voices Madoka Higuchi, a member of the unit Noctchill, in The Idolmaster Shiny Colors, a spinoff of the larger Idolmaster franchise. Tsuchiya has expressed a strong interest in the franchise and had also auditioned for other characters in the series. Other game roles include Misaki Imashino in Blue Archive, Florine in Alchemy Stars, and Mio in Project Sekai Colorful Stage! feat. Hatsune Miku.

Alongside her acting, Tsuchiya is also a singer and performs music related to her character roles. As part of the in-franchise musical unit AiRBLUE Moon for Cue!, she performed on two singles: MiRAGE! MiRAGE!!, which charted at number 23 on the Oricon Singles Chart, and Reach For The World!, which charted at number 24. With her Idolmaster unit Noctchill, she performed on the singles Gradate Wing 07, which reached number four on the Oricon chart, and Layered Wing 07, which reached number six.

In her personal life, it is publicly known that Tsuchiya is left-handed and has a fondness for cats and video games.
