Tsugumi Higasayama is a Japanese actress and voice actress born on March 21, 1978, in Saitama Prefecture. She began her career in the entertainment industry during the 1990s and is affiliated with the talent agency Osawa Office. Her name is sometimes written using the different kanji characters for "亚美" or in the hiragana script as ひがさやま つぐみ. A common point of clarification regarding her name is that it is correctly read as "Tsugumi," though it is occasionally misread as "Ami".

Higasayama's voice acting career includes a range of roles in anime, video games, and radio dramas. In anime, her early work included roles in series such as NieA_7 and Haibane Renmei. A significant role during this period was as Tsugumi Rosenmeyer in the 2005 series Genesis of Aquarion, a character she would reprise in subsequent related projects. She also appeared in series like Genshiken, The Idolmaster, and Boogiepop Phantom. In 2006, she voiced the character Margaret Steamson in the science fiction anime Project Blue Earth SOS. Her other anime credits from this era include roles in Pani Poni Dash! and the film adaptation of Aquarion.
