Fouzia Youssef, also credited as Fouzia Youssef-Holland, is a French voice actor, adaptor, and director artistique known for her work in the dubbing of animated series and films, particularly anime, into French. Her academic background includes a master's degree in literature and American cinema, as well as studies in phonology. She was also a professeur agrégé in English, teaching for several years before a period of illness led her to reconsider her career path.

Her entry into the dubbing industry came through a connection with a director artistique, which led to her first voice role as Linda Vashti in the French version of the anime series Mobile Suit Gundam 00. This initial experience was foundational, and she went on to learn the craft of adaptation and direction under the mentorship of Julien Kramer, a prominent figure in French dubbing. She described this tutelage as intensive and formative, working closely with him on numerous projects until 2020.

Youssef's career is marked by a diversity of roles behind the microphone. She provided the French voice for Sarah Kramer in the 2017 animated film MFKZ (also known as Mutafukaz). Her involvement with Mutafukaz extended beyond acting, as she also served as an assistant director artistique on the project, collaborating directly with the film's co-director, Run.

Beyond voice acting, Youssef has built a significant career as an adaptor and director artistique. She worked extensively on the French adaptations of the Dragons franchise, handling dialogue adaptation for Dragons 2 and Dragons 3, as well as the related series, Dragons: Riders of Berk. Her work as an adaptor also includes the animated film Mune: Le Gardien de la Lune, where she and Julien Kramer adapted English-language scripts into French. Her skills in direction and adaptation led to her becoming a director artistique in her own right starting in 2018. In this capacity, she has overseen the French dubbing for a range of high-profile productions, including all three seasons of the anime series Kaguya-sama: Love is War for Netflix, as well as the live-action series adaptation of Cowboy Bebop and the anime Vinland Saga.
