Orine Fukushima is a Japanese voice actor and sound director born on August 7, 1958, in Miyagi Prefecture, though she was raised in Niigata Prefecture. Her career in the entertainment industry began not in performance, but in manga, as she was an aspiring artist who was入围 as a finalist for the first Princess Manga Award from Akita Shoten, making her debut as a manga artist before transitioning to voice acting.

As a voice actor, Fukushima was formerly affiliated with the talent management firm 81 Produce. Her work spans across television anime, original video animations, and video games. In television animation, she is known for providing the voice of the title character Yanbo in the 1995 children's series Yanbo, Ninbo, Tonbo. Her other anime roles include the young Guts in the 1997 adaptation of Berserk, Saori in Initial D, and Imite in the original Pokémon series. She also voiced Kabokichi in Daa! Daa! Daa! and had a role in the film Nagasaki 1945: The Angelus Bells. In original video animations, her credits include the role of Ryō in the 2010 work The Prince and the Coral Sea.

Fukushima has also been highly active in the video game industry, taking on a variety of significant roles. She voiced Ryo Hazuki as a child and Tao Lin Xin in the landmark game Shenmue. Other prominent game credits include Regina Belfrond in Psychic Force 2012, Yayoi Dojima in both the original Yakuza and Yakuza 2, and President Elizabeth Winters in Vanquish. More recently, she voiced the characters Wonder Green and Wonder Black in The Wonderful 101.

In addition to her on-screen performance work, Orine Fukushima has also worked behind the scenes as a sound director, sometimes credited under a different representation of her name. Her credits in this capacity include the film Sayonara, Midorigaoka and the game NANA: All That I Can't Say Goodbye To, on which she also served as sound director. She also took on the role of sound director for the OVA Mikagura Detective Agency.
