Jeff Harding is an American voice actor known for his extensive work in English-language dubs of Japanese anime series, primarily during the 1990s. Born in Andover, Massachusetts, he holds a Bachelor of Arts in Studio Art. Harding began his career in theatre, working behind the scenes in summer stock before moving to London in the late 1970s. In the UK, he continued his backstage work as a Master Carpenter at the Palace Theatre. Alongside his on-screen film and television work, he has built a substantial career in voice acting for animation and tape recordings, a field in which he remains active.

Harding is perhaps best recognized for his prolific collaborations with Manga Entertainment, the UK-based distributor, for whom he provided voices for numerous English adaptations of anime during the 1990s. One of his most significant roles from this period is Hajime Ryudo, the eldest of the four dragon-descended brothers, in the original video animation series Sohryuden: Legend of the Dragon Kings. He also took on the lead role of the private detective Goku Furinji in both installments of the cyberpunk OVA series, Goku: Midnight Eye and Goku II: Midnight Eye, for the Manga Entertainment UK dub. Another notable role for Manga UK was as the character Lloyd in the OVA Dark Warrior.

Beyond action-oriented roles, Harding demonstrated his versatility in the family-friendly anime series Tanoshii Moomin Ikka, based on the Moomin books. In this long-running show, he voiced multiple characters, including the anxious and greedy Sniff, the Policeman, and the Muddler, contributing to the show's English-language adaptation.

His other anime credits from this era include providing voices for various characters in the OVA series Violence Jack, including as the Narrator, and lending his voice to the movie X for characters Kusanagi Shiyu and Seishiro Sakurazuka.
