Hitomi Oikawa is a Japanese voice actress born on November 10, 1958, who began her career in 1983. She is recognized as a pioneering figure in the genre of adult animation voice acting. Oikawa is affiliated with the talent agency Aslead Company.

Oikawa's career spans a wide range of roles in television anime, original video animations (OVA), and video games. One of her most notable and representative roles is Katri in the 1984 television anime series Katri, the Cow Girl. She is also strongly associated with the role of Ami Nonomura in the Cream Lemon series of OVAs, a character she voiced in Cream Lemon starting in 1984 and later in the 1986 theatrical film Tabidachi - Ami Shusho.

Her extensive filmography includes many other significant roles. In television anime, her work includes Hōko Sanzō in Itadakiman (1983), Mama in Asobo Toy-chan (1994), and various characters in series such as Video Warrior Laserion, Super Dimension Century Orguss, and City Hunter 2. In the realm of OVA and adult games, she voiced Yurika Imakōji in Shin Cream Lemon (1987), Kurumi Nishina in Dōkyūsei: Climax (1994), Yayoi Hikawa, also known as Soul Laker, in Battle Team Lakers EX (1996), Mina Hinomori in Welcome to Pia Carrot!! 2 DX (1999), and Kazuki Sawamura in Kakyūsei 2 (2004).
