César Soto, also known professionally as César Terranova, is a Mexican actor with an extensive career in dubbing, theater, and film, born on August 30, 1951, in Los Mochis, Sinaloa. His entry into the world of dubbing was fortuitous; while accompanying a friend to a recording studio, he was asked by renowned dubbing director Narciso Busquets to participate in a film, a opportunity he accepted despite lacking experience. His performance led to further work, marking the beginning of a career spanning over three decades. He trained under prominent figures in Mexican dubbing, including Narciso Busquets, Francisco Colmenero, and José Lavat.

Soto's filmography in anime is extensive and varied. He is known for providing the voice for Buaku in the classic series Dominion Tank Police. He also voiced the Cowardly Lion in a redub of the anime The Wonderful Wizard of Oz. He has had a long-standing association with the Dragon Ball franchise, voicing iconic characters such as Captain Ginyu in Dragon Ball Z and Dragon Ball Super, Spopovich, and the Southern Kaiō. His other notable anime roles include Wapol in One Piece, Nanimon in Digimon: Digital Monsters, Conde Harcourt in Nadja del mañana, and Practo in The Vision of Escaflowne. In more recent years, his work includes roles in Solo Leveling as Sillad, Sakamoto Days as the Jefe, and the Minotaur in Dragon Ball Daima.

Beyond anime, Soto has an extensive body of work dubbing animated series and live-action content. He is widely recognized as the current voice of characters like Sam the Sheepdog and Taz in Looney Tunes productions. He was the original Spanish voice of Bender Rodríguez for the first four seasons of Futurama and has since returned to the role. He also voiced the title character in The Iron Giant. In 2024, Soto mentioned in an interview his intention to retire from dubbing to focus on plastic arts in his hometown, though he considered continuing to voice some characters from his remote studio.
