Arisa Kiyoto is a Japanese voice actor and singer affiliated with the agency Across Entertainment. She was born on November 7, 1989, in Hyōgo Prefecture, Japan. Kiyoto began her career in the early 2010s, with her first major television anime role in 2012 as Satori Miwa in the series Chō Soku Henkei Gyrozetter. Prior to her voice acting debut, she studied violin at university.

Kiyoto has built a diverse portfolio of roles across anime, games, and other media. She is recognized for her performance as Ritsu, the eldest of three sisters, in the 2019 science fiction television anime Kemurikusa, a project by director Tatsuki known for his work on Kemono Friends. In the short-form anime Go! Go! Vehicle Zoo, she voiced the character Kyurun. She also lent her voice to the character Françoise (also known as Francoise) in the television anime Gunma-chan in 2021. Within the Kaiju Girls franchise, she is the voice of Noiseler, whose human identity is Misao Otonashi, a character who plays guitar and appears in the second season of the anime.

Other notable roles in her career include Satori Miwa in Gyrozetter, Misato Suehiro in Silver Spoon, Kay in Divine Gate, Nox in The Case Study of Vanitas, and a young Stark in Frieren: Beyond Journey's End. She has also had a substantial presence in video games, voicing characters such as multiple roles in the mobile game Monster Strike, and several characters including Patchouli Knowledge in Touhou LostWord.

Beyond voice acting, Kiyoto has contributed to character song performances for series in which she has starred. Notably, she performed the song "INDETERMINATE UNIVERSE (Kemurikusa.ver)" and the Kemurikusa version of the show's ending theme with her co-stars Mikako Komatsu and Tomomi Jiena Sumi. She also performed the character song "Forgive me, kay?" with Kaede Yuasa for the Kaiju Girls franchise.
