Chihiro Ishiguro is a Japanese voice actress who has been active in the anime industry since making her career debut in 2007. Her first credited role was the character Torimaki in the anime series Shugo Chara!. Early in her career, she was affiliated with the talent management firm Aoni Production before moving to Office Anemone. In June 2019, she left Office Anemone to establish her own agency.

Ishiguro is known for providing the voice for a wide range of characters, including young boys and older women, a versatility partly attributed to her naturally low vocal register. Her voice roles span anime, video games, and drama CDs, and she has also worked as a narrator for various programs. One of her most significant and enduring roles is as the voice provider for the VOCALOID and VOICEROID character Yuzuki Yukari across multiple voice synthesis software platforms.

Among her major anime voice roles, Ishiguro plays Saika Maeda in the series Girl Friend BETA. She is also in the cast of the independent anime film Kinuginu no Hanayuki, where she voices the character Ohama. Ishiguro portrayed Mizuki Seno in the anime film Sleep Tight My Baby, Cradled in the Sky. Her other anime television credits include Benzaiten in Noragami Aragoto, Avi Gale in Ancient Girl's Frame, and a young Rosie in Valkyria Chronicles. She has also had guest or supporting roles in popular long-running series such as Dragon Ball Z Kai, One Piece Film Strong World, and Happy Sugar Life.

In addition to her studio work, Ishiguro has appeared as a live performer and singer at international anime conventions. She has been a guest at events like Anime Messe Berlin, where she held a solo concert and performed alongside a holographic projection of the VOCALOID character Yuzuki Yukari, whose voice she provides. She has also modeled in Gothic and Lolita fashion shows.
