Hyōsei is a Japanese voice actress and singer born on April 21, 1973, in Chiba Prefecture, Japan. She is affiliated with the talent agency Ken Production. Early in her career, she performed under her birth name, Kumiko Yokote, before adopting the stage name Hyōsei around 2004 when she began her singing activities. For adult-oriented game productions, she has also used the alias Elena Kaibara.

Hyōsei has built an extensive career with numerous anime television and OVA roles across a wide range of genres. Her earlier notable characters include Tetsuya Kotake in Ojamajo Doremi, Shirayuki in Sister Princess, Sophia in Raimuiro Senkitan, Noel K. Ehrlichkeit in Magical Girl Lyrical Nanoha, Hatsumi Mataki in the OVA Petite Cossette, and Partin Pal Cels in Elemental Gelade. During the mid-2000s, she portrayed Shinohara-sensei in Futari wa Pretty Cure Splash Star, Mihoshi-sensei in Sasami Magical Girls Club, Shion Toumori in Strawberry Panic, and Natsuki Takamizawa in Brighter than the Dawning Blue.

Across her filmography, she has voiced El in both Shugo Chara! and Shugo Chara!! Doki, Venis in Kimi ga Aruji de Shitsuji ga Ore de, Teiiku in the Koihime Musou series, and Narukami in Kamisama Hajimemashita. Additional roles include Tetsuya Kotake in Ojamajo Doremi, Sae-san in Hamtaro, JP and Nagi in the Advanced Generation series of Pokémon, Tsunomon in Digimon Frontier, and Miyuki Kuroi in the Rockman EXE franchise. Under her Elena Kaibara alias, she has voiced characters such as Miyako Shiina in Majikoi Oh Samurai Girls.
