Makoto Kōsaka is a Japanese voice actress born on March 22, 1950, in Osaka Prefecture. She began her voice acting career in 1968 and is affiliated with the Tokyo Actor's Consumer's Cooperative Society.

Kōsaka is best known for her lead role as Hiromi Oka in the classic sports anime Aim for the Ace! and its sequel, New Aim for the Ace!. This character remains one of her most iconic performances. She also voiced Mari Sakurano in the mecha series Brave Raideen, also known as Reideen the Brave.

Her extensive filmography includes many other notable roles across anime and tokusatsu productions. She voiced O-jirō in Little Ghost Q-Taro, Kanako Uesugi in Ore wa Teppei, and Jack Robinson in the World Masterpiece Theatre series The Swiss Family Robinson. In the tokusatsu genre, she played the character Colon in Choujyu Sentai Liveman. Her other credits include roles in City Hunter 2, GeGeGe no Kitarō, and Love Com, where she voiced the grandmother of a main character.

For her contributions to the voice acting industry, Makoto Kōsaka received the Merit Award at the 14th Seiyu Awards on February 18, 2020.
