Dave Kelly is a Canadian voice actor known for his work on English-language dubs of Japanese anime, primarily associated with Blue Water Studios in Calgary, Alberta. His voice acting career was most active during the late 1990s and 2000s, contributing to several notable series from that era.

Kelly provided voices for multiple major characters across various anime titles. In the Mobile Fighter G Gundam English dub, he voiced Major Ulube Ishikawa, along with other roles such as Gala Garla. He also took on the role of Bright Noa, the iconic bridge commander of the Argama, in the English adaptation of Mobile Suit Zeta Gundam. Another prominent role was as the antagonist Kagami Mikage in the supernatural drama Ceres, Celestial Legend. In the Zoids: Chaotic Century series, he voiced the villainous Minister Gunther Prozen and also served as the series narrator. Additional anime voice credits include Duuz Delax Rex in Angel Links, Yakusugi in Betterman, and Gennai Shiraga in Saber Marionette J to X.

Beyond his voice work for anime, Kelly has had a parallel career as a television host and live event presenter. He was a former co-host of Citytv Calgary's morning show Breakfast Television and has hosted the Reach for the Top national academic competition finals since 2005. He has twice won the Alberta Motion Picture Industry Association award for Best Television Host for his work on Breakfast Television. On stage, his acting credits include productions of Our Town at Theatre Calgary and The Santaland Diaries, for which he received a nomination for Best Actor in a Comedy at the Calgary Betty Awards.
