Tomomi Mineuchi was a Japanese voice actress born in Tokyo on December 22, 1997. Her path to voice acting began during her middle school years after she participated in a public audition. Though she was not successful at that time, the experience sparked her interest in the profession. While in high school, she enrolled at the Japan Narration Actor Institute, a training school for voice actors, to study performance. In 2016, she joined the talent agency I'm Enterprise, marking the start of her professional career.

Mineuchi's first major leading role and a turning point in her career came in 2018 when she was cast as Eiko Tokura in the television anime series Slow Start. This role was significant as it was her first successful audition for a lead part. Along with her co-stars Reina Kondo, Ayasa Ito, and Maria Naganawa, she became a member of the unit STARTails, which performed the series' opening theme song and participated in related events.

Following her debut, Mineuchi voiced a wide variety of characters across numerous anime television series and video games. Her notable anime roles included Shibumi Shibusawa in Joshi Kausei, Alpha in Lapis Re:LiGHTs, Koi Yoshinaga in Slow Loop, Ekua in ESTAB LIFE: Great Escape, Teena Merkies in Extreme Hearts, and Hanabi Ichijo in Scarlet Nexus. In 2021, she took on the role of Ilulu in the popular series Miss Kobayashi's Dragon Maid S. She also voiced Yae Sakura in the net anime Yakiniku-ten Sengoku.

In the realm of video games, Mineuchi was well-known for her portrayal of UMP45 in both the game and anime adaptations of Girls' Frontline. She also voiced the original character of Ines Fujin in the multimedia franchise Uma Musume Pretty Derby and was the first voice of Kamome Kushima in the key visual novel Summer Pockets. Her other game credits included roles in Scarlet Nexus, Re:Stage! Prism Step, and White Cat Project.

Beyond acting, Mineuchi held qualifications in information processing and economics, both at the first level. She also had a lifelong passion for art and drawing, which she listed as a hobby and skill.

On November 20, 2022, Mineuchi's agency announced that she would retire from voice acting on December 31 of the same year. Following her departure from the industry, several of her prominent roles were taken over by other voice actresses, such as Rika Nagae for Ines Fujin in Uma Musume Pretty Derby and Nene Hieda for Kamome Kushima in future Summer Pockets projects. Her final performances were in titles released after her retirement, including the game Fire Emblem Engage.
