Far away in the galaxy, there is an interplanetary road called the Milky☆Highway. To pass the time during a weekend, two friends decide to go for a drive: Makina, a quick-tempered cyborg, and Chiharu, a good-natured but scatterbrained super human. What begins as a casual trip quickly spirals out of control when Makina gets distracted by an idol song playing on the radio and floors the accelerator, leading to a high-speed chase with a police drone. The pursuit turns violent when the drone opens fire, prompting Makina to retaliate with her built-in arm cannon. The chaos ends with the duo getting arrested for speeding, obstructing a public officer, and blowing up a police vehicle.

The story is set in the Barnadia United Star Federation, a planetary system where humans, super humans, and cyborgs coexist. Chiharu is a pink-skinned super human, genetically modified to survive the harsh environments of space. Her full name is Chiharu Kujo, and she has a knack for getting swept into trouble, often relying on Makina to bail her out. Makina Kurusu is a 23-year-old cyborg who carries her brain and pituitary gland inside her head, with the rest of her body being mechanical. She is the heiress to the Kurusu Foundation, which operates the massive industrial conglomerate Titan Industries. Crude, bellicose, and fiercely protective of Chiharu, she has a long rap sheet that includes 17 prior run-ins with the law.

The short film is described as a discount cyberpunk story, with the only two words fitting it being speedy and unprecedented. It is not smart, not tear-jerking, and not touching, but rather a fast-paced, three-minute burst of chaotic energy set to the beat of the fictional idol hit Tokimeki★Meteor Strike. The narrative is minimal, focusing entirely on the car chase and the banter between the two leads as they complain about the five-hour travel time and blame each other for the escalating situation. The ending sees them handcuffed, with Makina swearing she will never go for a ride with Chiharu again. The short serves as a prequel to the later series Milky☆Subway: The Galactic Limited Express, which expands on their arrest and sentences them to community service cleaning a rogue interplanetary train.
