Following the Universe Survival Arc and the events of Dragon Ball Super: Broly, a new threat emerges from the depths of the Galactic Patrol’s most secure prison. The ancient wizard Moro, known as the Planet-Eater, has broken free after being incarcerated for over ten million years. Capable of draining the life force from entire worlds to restore his youth and power, Moro begins a rampage across the cosmos, releasing dangerous criminals from the Galactic Patrol’s custody to serve as his army.

The setting shifts from Earth to the far reaches of the Milky Way Galaxy, where the Galactic Patrol operates under the command of the Galactic King. Son Goku and Vegeta are recruited by the Galactic Patrol to act as special agents. The organization’s top operative, Merus, becomes Goku’s mentor in an effort to master the complete Ultra Instinct technique, while Vegeta journeys to Planet Yardrat to learn the spiritual control abilities known as Spirit Control, seeking an alternative to brute force in countering Moro’s magic.

The narrative arc follows the Z-Fighters as they confront Moro’s escape and his subsequent invasion of New Namek. The wizard, whose magical abilities negate conventional ki attacks, proves immune to standard Saiyan transformations. Key battles unfold across multiple planets, eventually culminating in a desperate final confrontation on Earth. The storyline introduces significant stakes involving the Galactic Patrol’s code of justice, particularly surrounding Merus, whose true nature as an angel in training forces him to choose between his divine duty and his desire to fight for the mortal universe. The series concludes with the Galactic Patrol acknowledging Goku, Vegeta, and their allies for their service, establishing a new cooperative relationship between the Z-Fighters and the intergalactic police force.
