Howzer is a prominent Holy Knight from the Kingdom of Liones who rises from humble origins to become its Great Holy Knight. He is a young man, twenty-one years old during the main events of the series, standing at 182 centimeters tall with a lean build. His most defining physical feature is his short, dark blonde hair styled into a large, carefully maintained pompadour, which he takes significant pride in. As a commoner and the son of a blacksmith, his rise through the ranks of the chivalric order is a testament to his talent and determination.

Personality-wise, Howzer is characterized by a loud, easygoing confidence and a strong sense of optimism. He is often laid-back and enthusiastic, especially regarding combat, and can be somewhat naive. This naivety is famously displayed during the Vaizel Fighting Festival when he overlooks the obvious disguises of Meliodas and Ban, dismissing their true identities despite knowing their physical traits. Despite this casual demeanor, Elizabeth Liones notes that once Howzer becomes serious in a fight, he is relentless and refuses to stop. When the corruption within the Holy Knights is exposed, Howzer directly defies superior officers like Helbram and Dreyfus to do what he believes is right, siding with Diane and the other Sins. Following the kingdom's reclamation, he embarks on a journey to uncover the full truth of the conspiracy with his childhood friends. His leadership skills are eventually recognized, and he is appointed Deputy Great Holy Knight, later becoming the Great Holy Knight, where he is responsible for leading and mentoring the next generation of knights.

Key relationships define much of Howzer's character arc. His friendship with Gilthunder and Griamore dates back to childhood, and despite their different personalities, he and Gilthunder function as an exceptionally effective combat team. His relationship with his mentor, Dreyfus, is one of deep respect that becomes deeply complicated upon discovering Dreyfus's betrayal, driving Howzer to seek the truth. His most significant personal relationship is with Diane. After meeting her at the Vaizel tournament and being defeated by her true strength, he develops an unrequited love for her. This admiration and affection cause him to hesitate when ordered to fight her and later lead him to actively defend her against the corrupt elements of the Holy Knights. His encounter with the Seven Deadly Sins humbles him and broadens his understanding of strength and justice. His power level grows significantly throughout the series, starting at 1,910 and increasing to 2,350 after training. In the later storyline, The Four Knights of the Apocalypse, his abilities have matured further, surpassing 7,600, and he grapples with the burdens of leadership as the Grand Holy Knight.

Howzer’s notable abilities stem from his magical power, Tempest, which grants him control over wind and the creation of tornadoes. He uses this power for a variety of offensive techniques. Rising Tornado creates a massive whirlwind, while Super Cyclone generates an even larger, more devastating storm centered on himself. He can compress wind into a projectile called Whirl Shock and focus its piercing power into a single point with a technique named Breakthrough, taught to him by his mentor Dreyfus. He is also skilled in combination attacks, such as Dragon Castle, which he performs with Gilthunder by merging his tornado with Gilthunder's lightning.
