Jirō Hitoyoshi is the main protagonist of Concrete Revolutio, serving as a field agent for the Superhuman Bureau during the primary timeline of the story. He is a young man in his twenties with an appearance that can seem reserved or cold, but this exterior masks a deeply warm-hearted and idealistic nature. His name itself is a reflection of his character; in Japanese, hitoyoshi can be interpreted to mean "good-hearted" or "naive," which perfectly encapsulates his sincere belief in justice and his desire to protect others.
The origins of Jirō are deeply entwined with the central mysteries of the series. He was adopted as a newborn by Dr. Magotake Hitoyoshi, a researcher, under extraordinary circumstances. Jirō was found in the aftermath of the atomic bomb dropped on Hiroshima, an event which, in the alternate history of the story, resulted not in destruction but in the creation of a powerful energy being from which Jirō was born. This makes him, in a very literal sense, a child of the nuclear age and an anthropomorphic personification of a nuclear explosion. Although he initially believes himself to be an ordinary human, his true nature is that of a kaiju, or monster, from another dimension, which is the source of his abilities.
Operating as the point man for the Superhuman Bureau, Jirō's primary motivation is the protection of all superhumans, regardless of whether society labels them heroes or villains. He takes this duty with the utmost seriousness, driven by a childhood encounter with a hero known as the Tenkuu Knight, who saved his life. This event inspired his sense of justice, but also left him with deep psychological scars. He was present when the Tenkuu Knight died, an event he witnessed as a shock that caused him to lose many of his childhood memories. Unbeknownst to Jirō for a long time, he was directly responsible for the hero's death, as it was caused by Jirō’s own uncontrollable power running rampant.
Jirō's role in the story is defined by his arc from a loyal government agent to a renegade vigilante. In the earlier timeline, he is a dedicated, if sometimes naive, member of the Bureau, unaware of some of the organization's darker actions. He is shown to be someone who is "married to the job," believing that protecting superhumans is the right thing to do, and will frequently ignore regulations to follow his own moral compass. His most notable early relationships are with his childhood friend and eventual lover, Emi Kino, a half-human, half-yokai who is the only person capable of calming him when his powers go out of control. He also has a complex dynamic with Kikko Hoshino, a magical girl he recruits, towards whose romantic feelings he is completely oblivious.
However, disillusioned by the Bureau's increasingly questionable methods and the exploitation of superhumans, Jirō eventually leaves the organization. By the year Shinka 46, five years after the main story begins, he is a fugitive, operating as a vigilante with his own group of allies, including former enemies like the android detective Raito Shiba and the superhuman Judas. His ultimate goal evolves from simply protecting superhumans to a grand-scale attempt to reset the world's perception of them, even at the cost of branding himself as the worst monster in history to achieve a form of grey justice.
