Goemon Ishikawa XIII is the thirteenth-generation descendant of the legendary outlaw and samurai Ishikawa Goemon. He is a long-standing partner of Arsène Lupin III, though he participates in the gang's heists and exploits less frequently than the gunman Daisuke Jigen. His background is that of a master swordsman and a ronin, a masterless samurai, who has chosen to walk the path of a thief. In his earliest encounters with Lupin, which vary between the manga and anime adaptations, Goemon was initially a dangerous adversary hired to kill him. However, he eventually became an ally, often after being outwitted by Lupin or finding a mutual benefit in their partnership. This decision solidifies his role as a core member of the Lupin gang, providing a sense of traditional honor and formidable martial prowess to their usually chaotic operations.

Goemon is defined by a stoic, reticent, and deeply serious personality. He is a man of few words who adheres to a strict personal code of honor and bushido, the way of the warrior. He holds a profound sense of pride in his abilities and his lineage, and when he fails at a task or succumbs to a personal weakness, he experiences intense shame and will often retreat to meditate or train to rid himself of these flaws. Despite his fearsome skills, he is not a ruthless killer; he prefers to incapacitate opponents, usually by using his blade to slice apart their weapons or clothing rather than their flesh. This preference is the source of his famous catchphrase, declared after a non-lethal display of skill: Once again, I have cut a worthless object. Goemon's most notable ability is his unparalleled mastery of kenjutsu and battōjutsu, the art of quick-draw swordsmanship. He wields the legendary Zantetsuken, an unadorned katana of immense sharpness capable of cutting through virtually any substance, including flying bullets, steel girders, automobiles, and even multi-storied buildings. Beyond his swordsmanship, his training in various martial arts such as karate, jujutsu, and aikido allows him to easily defeat multiple armed or unarmed attackers with his bare hands. His training has also granted him extraordinary physical feats, including exceptional breath control for underwater diving, superhuman speed and reflexes, and a high tolerance for pain. Despite his traditional leanings, he is also a skilled pilot. His abilities, however, are not without limits; the Zantetsuken famously cannot cut konnyaku, a type of yam-based jelly, as the blade simply gets stuck.
