His background includes military service in South America with the Japanese UN contingent, where he served alongside Motoko Kusanagi and Batou in the Ground Self-Defense Forces. This prior service established a long-standing professional trust among them, and he was one of the first members recruited to Section 9.

In terms of appearance, Ishikawa is characterized by his full beard and perpetually unkempt hair, and he is noted as being the eldest of Section 9's field operatives. His personality is seemingly the most laid-back within the unit, contrasting with the more intense demeanor of some of his colleagues. He is particularly known for delivering frequent, long-winded, and often complicated expository speeches, a trait that serves to inform both his team and observers of new story developments. Despite this verbosity, he is described as knowing the Major and her dislikes quite well.

The character's motivations are primarily professional, rooted in his role as the unit's technical backbone. He is deeply invested in gathering and analyzing data to support Section 9's missions. He is almost never shown engaging in direct frontline combat, instead depicted providing critical technical support, intelligence analysis, and strategic information from a remote or base location. When he is shown in a combat situation, such as firing a shoulder-mounted cannon to disable a heavily-armored vehicle, it is a rare exception. His primary function is as the team's expert on cyber warfare and technology.

His key relationships are with his long-time colleagues, especially Major Kusanagi and Batou, with whom he shares a history dating back to their military days. He also seems to have a notable relationship with Togusa, as they are among the least cybernetically enhanced members of the team. Later in the series, he is wounded in a suicide bomber attack on Section 9's tilt-wing aircraft and is subsequently seen hospitalized with a bandage, further illustrating his comparatively fragile physical state, especially when contrasted with Batou's rapid recovery from similar wounds.

Ishikawa's notable abilities lie almost entirely in the realm of information technology and cyber warfare. His skill as the unit's intelligence and tech specialist is his primary contribution to Section 9. He is also shown to be a capable, if not frontline, operative who can operate heavy weaponry when the situation demands it. Minor traits include an apparent enjoyment of drinking, as a bottle of what appears to be Chivas Regal is seen in his office, and he is known to smoke cigarettes or cigars, particularly in stressful circumstances. He is also noted to be a fan of American superhero comics.
