Honest is the cunning and ruthless Prime Minister of the Empire who serves as the true power behind the throne and the primary antagonist of the story. His physical appearance is that of a large, heavyset man with a long white beard who is perpetually seen eating large quantities of meat, a habit that reflects his gluttonous and greedy nature.

The background of Honest is defined by his ambitious and murderous rise to power. He was instrumental in placing the current young Emperor on the throne during a contentious succession dispute. To achieve this and his other goals, he secretly poisoned the Emperor's parents, the former Emperor and Empress, and made their deaths appear to be from illness and suicide. Before his political career, he underwent grueling training at the Imperial Fist Temple in his youth, which granted him immense personal combat abilities and extraordinary physical toughness.

In terms of personality, Honest embodies the very worst in humanity. He is presented as extremely cruel, heartless, manipulative, and sadistic, showing no sympathy for anyone and reveling in the pain and suffering of others. He is a cannibal, having a taste for human flesh, and finds attractive women to be particularly appetizing. On the surface, he maintains a jolly, peaceful, and soft-spoken facade when interacting with the young Emperor, but this mask hides a truly demonic nature. Despite his brutish and gluttonous image, he is exceptionally sharp and possesses unshakable composure, not even flinching when openly challenged by powerful figures like General Budo. His profound cold-heartedness is most starkly illustrated upon learning of his son Syura's death; he grieved dramatically for only a moment before callously declaring he could simply father another child.

The role of Honest in the story is as the primary source of the Empire's corruption and the ultimate target for the assassin group Night Raid. He manipulates the young Emperor, whom he treats as a mere puppet, to satisfy his own insatiable greed and maintain tyrannical control over the Empire. Under his rule, he allows mass murder, rape, torture, and other vile atrocities to flourish, and he has the military launch brutal campaigns of conquest and expansion throughout the land. He also approved of his son forming the Wild Hunt, a group of evil criminals who killed, tortured, and raped civilians under the guise of justice.

Regarding key relationships, his most significant is with the Emperor, whom he systematically corrupts and manipulates for his own ends, planning for the Empire's corruption to last long after his death. His relationship with his son Syura is one of pure callousness. Finally, his relationship with Night Raid is that of an arch-nemesis; as the root of the nation's suffering, his assassination is the revolutionary group's ultimate goal.

The character development of Honest is minimal, as he remains a static embodiment of evil. However, his arc concludes with his downfall in the final battle for the capital. When the revolutionary army and Night Raid succeed in their siege, Honest abandons the Emperor and attempts to flee. In the anime version, he is cornered by Leone, uses his Teigu to destroy her weapon, and shoots her, but she ultimately beats his face to a pulp, killing him. In the manga conclusion, he is intercepted by a miraculously revived Leone, who disembowels him. He is then thrown before the revolutionary soldiers and meets a gruesome end, being executed by vengeful soldiers who took turns carving pieces from his body.

In terms of notable abilities, Honest is far more than just a political mastermind. Due to the brutal training of his youth, he possesses overwhelming personal combat abilities and extraordinary toughness, as demonstrated when he completely overwhelms Leone and inflicts a fatal wound on her. He also secretly possesses two powerful Teigu. The first is Shikoutazer, the supreme Teigu of the Imperial family, a colossal weapon of mass destruction that he manipulates the young Emperor into piloting. The second is the Eraser Stone, an anti-Teigu capable of destroying other Teigu, which he uses in his final confrontation with Leone.
Cast
