Description
Lieutenant Colonel Kurutsu is the commanding officer of the army’s covert Unit 501, also referred to as the 501 Organization. Her unit is responsible for the full cyborg conversion of Motoko Kusanagi, and under Kurutsu’s leadership the organization functioned as an elite group of combat cyborgs carrying out domestic and international missions. She assumed command after the death of the unit’s previous leader, Colonel Mamuro. In the post-war period, she is determined to protect Unit 501 from dissolution amid bureaucratic restructuring, and she leverages political influence to secure its survival. She also becomes a committee member of the Next-Generation Main Armament Review Committee, where her goal is to dismantle the foreign faction that has been colluding with overseas cartels in wartime business, placing her in open opposition to Colonel Hozumi of the Army Intelligence Division.
As a person, Kurutsu is ambitious and calculating. She is willing to employ political maneuvering and pragmatic decisions to achieve her objectives. Her demeanor is that of a confident, commanding officer who does not hesitate to assert authority. She displays a particular, complicated attachment to Motoko Kusanagi; there are hints that she feels a personal connection or affection, treating Kusanagi almost as someone she has known from a deeper, undisclosed place. This creates a tense dynamic as Kusanagi’s independence grows and she eventually leaves Unit 501 to form her own team, a move Kurutsu views both as a loss of a potential successor and a challenge to her authority.
Kurutsu’s role in the narrative intertwines with Kusanagi’s early career. She is Kusanagi’s superior and initial protector, but also an obstacle, as frictions arise over Kusanagi’s methods and loyalties, particularly during the investigation into the Fire Starter virus and the murky arms deals that envelop the 501 Organization. She oversees Unit 501’s tactical cyborgs, including Raizo, Ibachi, and Tsumugi, and she is directly involved in the covert actions that shape the political landscape. Her development sees her transitioning from a unit commander focused on internal loyalty to a political player navigating the military-industrial complex, always with the intent of preserving her organization and pursuing her own vision of national security.
Notable abilities include her leadership and strategic thinking; she is not merely a figurehead but an active participant in the cybernetic warfare and covert operations of her unit. As a cyborg herself, she possesses enhanced physical and cyber capabilities typical of Unit 501 operatives, though her greatest strengths lie in her command presence, her capacity for long-term political scheming, and her unyielding dedication to the survival of the organization she leads.
