Description
Eda is a supporting character who plays a significant role in the criminal underbelly of Roanapur. She presents herself as a nun working at the Rip-Off Church, a local institution that is actually a front for a powerful smuggling and weapons trafficking organization. Eda is a Caucasian woman with long, waist-length blonde hair and blue eyes. Her most distinctive features are the angular pink sunglasses she wears even with her nun's habit, and she is almost always seen either chewing gum or smoking a cigarette.

Contrary to the peaceful and charitable image her religious attire suggests, Eda is a shrewd, hotheaded, and pragmatic individual who fits seamlessly into the violent and corrupt city. She is primarily concerned with making money and is not afraid to swindle or manipulate others to achieve this goal. Despite her quick temper, which often surfaces when she feels disrespected, she is generally more level-headed than her close friend, Revy, and is known for her flippant and teasing nature. She frequently quotes bible verses, but usually in a sarcastic or threatening manner that mocks religious piety. Eda is a fervent American nationalist deeply loyal to the CIA, though she has expressed racial insensitivity, referring to others with derogatory terms.

Her true identity is that of a deep cover operative for the Central Intelligence Agency. Eda, whose real name is claimed to be Edith Blackwater, says she is originally from Langley, Virginia, the headquarters of the CIA, though she also mentions being born in Alabama. She is stationed in Roanapur to monitor international criminal activity and protect American interests. Her position at the Rip-Off Church serves as the perfect cover, as it is a hub of information and arms dealing. The church's leader, Sister Yolanda, is aware of Eda's true allegiance, and they maintain a cooperative business relationship, with the CIA paying the church for information and safe harbor.

Within the story, Eda acts as a recurring ally and foil to the crew of the Black Lagoon, particularly Revy and Rock. She shares a volatile friendship with Revy, built on mutual respect for each other's violent capabilities and a shared love of drinking, gambling, and gunfights. However, this does not prevent them from constantly bickering, insulting each other, or even engaging in standoffs when business deals go wrong. Eda also takes a liking to Rock, the group's logical and more moralistic member. She frequently flirts with him, often to annoy Revy, whose suppressed romantic feelings for Rock are an open secret. In one arc, she teases Revy by threatening to take Rock for herself. Her role often involves providing information or assistance to Lagoon Company while simultaneously pursuing her own agenda for the CIA, such as retrieving a set of counterfeit currency plates.

Character development is most evident in the hints at her past and the duplicitous nature of her current life. While she maintains a persona of a carefree, party-loving, and somewhat greedy nun, it is revealed that she is a highly trained professional. During the Roberta's Blood Trail arc, she acts as a key intelligence source for Mr. Chang, providing information on a rogue U.S. military team, the Grey Fox, which is her primary target. She also aids Rock's plans and helps track the enemy, all under the direction of her CIA superiors. This arc highlights her true loyalty and skill, showing her as a coldly efficient agent who can set aside her usual persona to complete a mission that serves her country. There are hints that she may have once been more idealistic, but any such traits have been ground away by her years of service in corrupt environments like Roanapur. An omake (bonus episode) from the series shows her as a 17-year-old cheerleader in high school, implying she was part of the elite social structure from a young age.

In terms of ability, Eda is a highly proficient gunfighter. Her preferred weapon is a Glock 17L, which she wields with considerable skill. Although Revy dismisses her as a "second-rate gunman," she is more than capable of holding her own in the numerous firefights that erupt throughout the series, easily dispatching common thugs and assassins. Her true strengths, however, are arguably her intelligence, her talent for negotiation, and her skills in tradecraft, all a product of her CIA training. She is a convincing liar and actress, able to maintain her cover while manipulating people and situations to achieve her objectives.
