Born in Edmonton, Alberta, she moved to Vancouver to pursue her education, graduating from the University of British Columbia's acting program with a Bachelor of Fine Arts in 1990. She later returned to academia, earning a Master of Fine Arts from York University in 1997, along with a diploma in voice teaching.

Beley's career in anime voice acting is prolific, particularly through her work with Ocean Productions in Vancouver. One of her most recognized roles is that of Relena Darlian, later Relena Peacecraft, the idealistic female lead in Mobile Suit Gundam Wing and its sequel, Endless Waltz. For this role, she adopted a higher vocal pitch and precise enunciation to convey the character's youth and regal upbringing. Initially finding the character challenging, Beley later expressed a fondness for Relena, appreciating her enduring message of hope.

She is also well-known for her long-standing association with the Gundam franchise, voicing Captain Murrue Ramius in both Mobile Suit Gundam SEED and Mobile Suit Gundam SEED Destiny, as well as its Special Edition releases. Beyond Gundam, Beley's extensive filmography spans a wide array of popular anime. She played the role of Orfus in Elemental Gelade and Kayura in the Legendary Armor Samurai Troopers series. Her versatility is further demonstrated by her performances as the CIA agent Halle Lidner in Death Note (including the Death Note Relight compilation) and the Autobot leader Override in Transformers: Cybertron. Other notable anime credits include Chi-Chi in the Ocean Group dub of early Dragon Ball Z films, Mai Shiranui in Fatal Fury: The Motion Picture, and Eda in Black Lagoon.

In addition to her anime work, Beley has voiced numerous characters in Western animation and video games. These roles include Teela in He-Man and the Masters of the Universe, Cammy White in Street Fighter, Scarlett in G.I. Joe films, and Lieutenant Nara Burns in Exosquad. She also portrayed several Marvel characters, such as Medusa in Inhumans and Thena in Eternals.

Beley is married to fellow voice actor Jonathan Holmes, and the couple has one daughter. Around the early 2000s, she stepped back from regular voice acting and moved to Washington, D.C.. There, she has focused on her career as a teacher, applying her extensive training as a voice and speech coach at institutions like the Corcoran School of the Arts & Design, where she has worked with actors such as Daniel Radcliffe. She has noted that students occasionally discover her past career as a voice actress, introducing her to the lasting legacy of the shows she worked on.
