Belze Rochefort, also known as Number II, serves as the vice commander of the Time Keepers, an elite group of assassins operating under the powerful organization known as Chronos. At thirty-seven years old, he stands at 192 centimeters tall with a muscular build weighing 93 kilograms, possessing long blonde hair worn straight back and deep blue eyes. His typical attire consists of gold shoulder pads reminiscent of a Spanish soldier worn over a dark blue suit jacket and pants, complemented by a purple undershirt.
On the surface, Belze appears serious and solemn by nature, but he possesses a thoughtful and considerate side that genuinely cares for others. He is one of the calmer members of the Time Keepers, preferring to approach situations with careful planning rather than rushing into action without strategy. Despite fully understanding that Chronos operates as a dark and ruthless organization, he remains steadfastly loyal to it, believing that without Chronos maintaining global order, the world would descend into chaos and corruption. This pragmatic worldview defines his actions and choices throughout the story. While he can be kind to children, he also possesses a ruthless streak when missions demand it, showing no hesitation even when facing women or children if the objective requires their elimination.
Belze holds a particularly close relationship with Sephiria Arks, the commander of the Time Keepers, and serves as one of her most trusted supporters. He works diligently to assist her in leading the organization and managing its operations. Interestingly, despite being a loyal member of Chronos, he harbors no hatred or ill will toward Train Heartnet, a former colleague who betrayed the organization and left to become a sweeper. This lack of animosity suggests a level of personal understanding and perhaps even respect for Train's decision, even if he does not agree with it.

Following the emergence of the Zero Numbers, a faction that threatens Chronos from within, he participates in the final battle against them alongside Sephiria, Lin Xiao Li, Anubis, and Jenos Hazard, nearly being defeated before the destruction of Eden turns the tide of battle.
