Description
Major General Hakuro is a State Military Officer in the Fullmetal Alchemist series, typically stationed in the eastern area of Amestris, often in the bustling city of New Optain. Within the military hierarchy, he possesses significant power but is outranked by Lieutenant General Grumman, a position that fuels much of his resentment and ambition. His personality is largely defined by frustration and a sense of being threatened by the rapid rise and notoriety of a younger officer, Colonel Roy Mustang, the Flame Alchemist. Hakuro is known for making multiple attempts to intimidate or belittle Mustang, though these efforts consistently prove fruitless.

Hakuro's background includes some notable incidents. He first appears during a terrorist attack on a train, where he and his family are taken hostage. During the hijacking, he is shot in the left ear before being rescued by the Elric brothers, Edward and Alphonse. In the 2003 anime adaptation, this event is given greater significance, as it is revealed that Mustang orchestrated the situation to manipulate Hakuro into waiving the age restriction for the State Alchemy exam, allowing the young Edward Elric to become a State Alchemist.

Motivations for General Hakuro vary significantly between different versions of the story. In the original manga and the 2009 anime Brotherhood, he functions primarily as a bureaucratic antagonist and a rival to Mustang. His major actions include traveling from New Optain to East City to berate Mustang for his slow progress in capturing the serial killer Scar, and later reporting to Führer King Bradley that Mustang is planning a coup d'état. However, in this storyline, his report is revealed to be part of Mustang and Grumman's larger plan; he is used as unwitting bait to draw the Führer into an assassination trap.

His role is vastly expanded and more villainous in the 2003 anime. After the Elric brothers liberate the town of Reole from the false prophet Cornello, Hakuro is assigned to take control. Rather than allowing the citizens to govern themselves, he imposes military rule, leading to civil unrest and war. He ignores the advice of a local woman, Rose, which results in her being tortured and assaulted. Later in the series, Hakuro attempts to seize the presidency for himself while Führer Bradley is temporarily indisposed. This version of the character is eventually assigned to hunt down the Elric brothers after they go absent without leave and is later sent to deal with Mustang's uprising, unaware he is being drawn into a diversion.

Key relationships define his role in the military structure. His primary animosity is directed at Roy Mustang, whose fame and rapid promotion under Grumman's command he deeply resents. He also serves as a subordinate to Führer King Bradley, to whom he reports Mustang's activities in the manga plot. Regarding his development, Hakuro remains a relatively static character in the manga and Brotherhood, serving as a minor obstacle for the protagonists. In the 2003 anime, he undergoes a trajectory from a rescued official to an ambitious usurper, though he ultimately remains a secondary antagonist whose schemes contribute to the broader chaos. In the live-action film adaptation, his role is changed again; he is portrayed as a manipulative figure working with the homunculi to create an army of Mannequin Soldiers, whom he considers his children, only to be devoured by them when they come to life.

In terms of abilities, Hakuro does not demonstrate any particular talent for alchemy. His power is derived entirely from his military rank and authority. His notable abilities are political and strategic within the military hierarchy, though his strategies are typically unsuccessful against more cunning figures like Mustang and Grumman. His primary skill is his tenacity as a bureaucratic obstacle, but he is consistently outmaneuvered by his rivals.
