Jin Horikawa is a Japanese voice actor born on December 16, 1962, in Hyōgo Prefecture. He is affiliated with the talent management firm Office Osawa. His name is occasionally mistransliterated as Hitoshi Horikawa.

His debut in the voice acting industry was a notable one, providing the voices for both Richter Belmont and the antagonist Shaft in the 1993 PC Engine CD video game Castlevania: Rondo of Blood. This early role in a major franchise set the stage for a career that would span numerous anime series, video games, and dubbing work.

Horikawa has built a substantial filmography, often providing voices for supporting characters, authority figures, and antagonists. In the Super Robot Wars franchise, he is the voice of Captain Tetsuya Onodera, a role he has performed in several animated adaptations including Super Robot Wars Original Generation: The Animation and Super Robot Wars OG: The Inspector. He also voiced the character Masa Ishikawa in the series Immortal Grand Prix.
