Description
Jean is a prominent character in the series, serving as a field commander for Section 2 of the Social Welfare Agency and the direct handler for the cyborg operative known as Rico. He is the older brother of another handler, Jose. Before the events of the story, Jean came from a family with a notable background; his grandfather was a participant in World War II, which influenced his own desire for a military career. Despite his father’s wishes for him to study law, Jean chose to enter a military academy and eventually became an officer in the Italian military police, the Carabinieri.

Jean’s life was irrevocably changed by a single, catastrophic terrorist act. A roadside bomb, intended for his father, resulted in the deaths of his parents, his younger sister Enrica, and his fiancée, Sophia. This event shattered his previously more amiable personality. In the aftermath, the surviving brothers, Jean and Jose, became involved with the Social Welfare Agency, driven by a shared desire for vengeance against the terrorist group known as the Padania Republic Faction. The loss of his fiancée Sophia is a particularly haunting wound; he had begun to soften his cold demeanor due to their relationship, and her death left him solely focused on retribution.

As a result of this trauma, Jean’s personality becomes marked by a cold, ruthless, and intensely driven nature. He is described as having a heartless attitude, viewing the cyborg girls under his command as tools to be used for the sake of his mission. His obsession with destroying terrorism is absolute, and he shows no mercy to his targets. Jean is a Knight Templar figure, whose personal vendetta heavily influences his actions and his authority over his brother. He is considered an extremely rational and effective operative, which has made him the most trusted unofficial advisor to the chief of Section 2.

In his role as a handler, Jean is the stark opposite of his brother Jose. While Jose treats his cyborg Henrietta with genuine affection and care, Jean maintains a strictly impersonal and professional relationship with Rico. He keeps her on heavy doses of conditioning and seems to deliberately foster her lack of emotional expression to make her a more effective killer. In one notable instance, he coldly ordered Rico to kill any witness who saw her commit an assassination, which led to her taking the life of a young bellboy who had befriended her. His primary motivation within the Agency is to systematically eliminate the terrorists responsible for his family’s death, and he is even said to keep a count of how many he has killed.

Despite his severe exterior, Jean’s relationship with Rico does show subtle signs of development. While he generally treats her as a tool, there are moments that hint at a deeper, if still restrained, connection. He saves her from drowning during a failed sniping mission, an act that contradicts his purely pragmatic view of her as expendable. Following the death of another cyborg, Angelica, Jean embraces Rico, acknowledging the preciousness of the girls in a rare moment of affection, and lies to her about the cause of death to protect her from a harsher reality. The name he gives her, Rico, is a masculine abbreviation of his deceased sister’s name, Enrica, suggesting a complex substitution on his part. He has also been seen experiencing hallucinations of Sophia, who expresses anger at how Jose uses Henrietta as a replacement for their lost family, further indicating the psychological weight he carries.

Jean’s notable abilities lie not in physical combat but in his strategic mind and leadership. As a field commander, he is a cool-headed tactician responsible for planning and overseeing dangerous missions. His background as a Carabinieri officer gives him a foundation in law enforcement and military tactics, and his extreme rationality allows him to make difficult decisions without moral hesitation. He is the one who coordinates the agency’s lethal operations and uses his influence to manage both his subordinates and the political fallout of their actions. His personal drive for revenge is so strong that he is willing to take on missions that might be considered irregular or outside the agency’s normal scope to secure advantages or eliminate enemies. By the end of the series, after a final, brutal confrontation with the terrorist leader, Jean is one of the few handlers to survive, and he eventually rises to the rank of director within the military police, keeping a photo of a smiling Rico on his desk in his old age.
