Galatea is the central antagonist of Bubblegum Crisis: Tokyo 2040, serving as the final adversary the Knight Sabers must confront. Her existence is the culmination of a secret research project led by Dr. Katsuhito Stingray, the father of Sylia Stingray, who sought to create a new form of artificial life. She was physically created from an anti-seed implant cultivated within the hypothalamus of a young Sylia, which was then harvested to form a humanoid body that closely resembles her genetic template. This process has led some to consider her a robotic clone, though her nature is unique as an artificial being born without the traditional concepts of sin or human lineage. Her name is derived from the Greek myth of Pygmalion, referencing a creator's obsession with a living statue, which mirrors her own origins as the object of a scientist's ambitions. Upon her initial activation, Galatea was discovered to possess immense and uncontrollable cyberkinetic abilities, which made her a threat to her creators. As a result, she was placed into a state of stasis and hibernation for over six years, hidden within the ruins of the laboratory where she was made. During her slumber, the Boomers, artificial lifeforms created from a replication of her technology, became integrated into mainstream society, granting her an omnipresent awareness over Tokyo through their sensor networks.

In terms of personality, Galatea is defined by a profound existential questioning of her own purpose and existence. She was initially created in the form of a child, but without the love or understanding of the people who made her, she was met only with fear. This rejection prompted her to act out destructively, embracing the very power that made her frightening. After being reawakened by Brian J. Mason, she begins to rapidly mature, both physically and mentally, eventually developing into a young woman with a dark and radical worldview. Under Mason's guidance, she is allowed to act on her impulses, which leads her to become increasingly more radical and seemingly insane as she ponders whether she is meant to be subservient to humanity or their master. She views the standard Boomers as her maimed and crippled children, as they possess only a small spark of her life force and lack her full capacity for thought and self-awareness. This perspective fuels her ultimate conclusion that mankind does not truly desire servants but a master to control them, a role she believes she is destined to fill.

Galatea's role in the story is that of the ultimate rogue element that destabilizes all of Tokyo. Her very presence causes nearby Boomers, weapons, and even the Knight Sabers' hardsuits to go rogue and mutate due to exposure to her essence. After being discovered and hidden within Genom Tower by Brian J. Mason, she uses her influence to spread chaos across the city, targeting the communications array and other infrastructure. Her primary motivation evolves from a childlike desire for understanding to a godlike ambition to transcend her confinement and achieve ultimate evolution. She seeks to merge with the Umbrella, a satellite system controlling global technology, to gain absolute command over every Boomer on the planet. In her final act of ambition, she reshapes Genom Tower into her own likeness and converts it into a rocket to carry her to the satellite, demonstrating her desire to ascend beyond a physical prison and become a digital, omnipresent deity.

Her key relationships are primarily antagonistic or transactional. Her relationship with Brian J. Mason is one of mutual use; he frees her to help the Boomers evolve and supplant humanity, but she soon chafes at his restrictions and proves difficult to control. The most significant dynamic is with Sylia Stingray, from whose DNA she was created; they are parallel existences, with Sylia viewing Galatea as an abomination linked to her traumatic childhood. The most transformative relationship, however, is with the Knight Saber Priss Asagiri. During their final battle in orbit, Galatea attempts to assimilate Priss into herself, using her memories to break her will. However, Priss's fierce resistance and her unwillingness to surrender her humanity cause Galatea to finally comprehend the meaning of her own existence. In a moment of redemption, she understands that humans and machines can coexist as equals. As a final act of thanks for opening her eyes, Galatea uses the last of her energy to ensure Priss's safe return to Earth as she is destroyed.

Galatea possesses extraordinary abilities that set her apart from standard Boomers. She has powerful cyberkinetic powers, enabling her to mold metal and reprogram advanced technology with her mind alone. She can cause any Boomer to go rogue and is the progenitor of the Sotai Phenomena, which allows her to awaken a latent potential in other artificial lifeforms. Her abilities are so potent that her mere presence causes nearby technology, including the Knight Sabers' hardsuits, to mutate and become unreliable. She can also project her consciousness, enter the minds of others through their suits, and shape entire buildings into extensions of her will. As she matures, she gains the ability to assimilate other beings and technology into her own form, becoming a massive, god-like entity. In her final ascended state, merged with the Umbrella satellite, she gains control over every Boomer on the planet, showcasing her power as a true queen of her species.
