Description
Paulie is a highly skilled shipwright from the island city of Water 7, where he serves as one of the top foremen of the Galley-La Company, the city's leading shipbuilding firm, and later becomes the company's vice president. His path to this position began in childhood, when he attended the launch of the Puffing Tom, Water 7's sea train, and was inspired by the event to become a shipwright. He joined the Galley-La Company and trained under Iceburg, the company president and mayor of Water 7, eventually rising to become one of the five foremen of Dock One, where he specialized in rigging, knots, and masts.

In appearance, Paulie is a tall man with slicked-back blond hair, orange goggles worn on top of his head, and a perpetual frown. He is rarely seen without a cigar in his mouth and is known for his decorated denim jackets, such as his flame-patterned jacket, which he later replaces with a black jacket adorned with roses and chains. His manner is blunt and sometimes irritable, and he is notably more conservative than many of the people around him, often becoming outraged when women such as Nami and Kalifa dress in ways he considers too revealing. Despite this gruff exterior, Paulie has a strong sense of justice. He is known for confronting pirates who try to avoid paying for repairs performed by the company, and he cares deeply about protecting Water 7 and upholding the pride of its shipwrights.

Paulie's personality also includes some early flaws. When he is first introduced, he attempts to steal two suitcases of money from Luffy in order to pay off his gambling debts, and after his attempt is foiled, he still asks for a ten percent service fee. This questionable start does not define him, however. His motivation is anchored in loyalty, particularly to Iceburg, who mentored him and made him one of his most trusted employees. He respects Iceburg deeply and is willing to risk his life to protect him and the city they both serve.

In the story, Paulie becomes closely involved with the Straw Hat Pirates during the events in Water 7. When Iceburg is attacked and the foremen mistakenly believe Luffy is responsible, Paulie joins the other shipwrights in attacking him, only to later learn the truth. The real culprits turn out to be Paulie's own coworkers Rob Lucci, Kaku, and Kalifa, along with other members of the World Government's secret agency, who had been living undercover in Water 7 for years. Paulie had spent roughly five years working alongside these agents, building ships together and developing genuine friendships, often roughhousing with them. The revelation of their true identities and their betrayal of Iceburg and Water 7 is deeply painful for him; he finds it hard to believe and cannot forgive them. Facing this common enemy, Paulie sets aside his earlier friction with the Straw Hats and allies with them and the Franky Family, traveling to Enies Lobby to take part in the battle there and to help rescue one of the Straw Hats' crewmates. During that mission, he fights alongside the others, using his ropes to assist in bringing down the giants Oimo and Kashi and to help break through the judicial island's defenses. After the conflict, he aids Franky in building the Thousand Sunny, the new ship of the Straw Hat Pirates, before ultimately taking on the role of vice president of the Galley-La Company.

Paulie's key relationships are defined by loyalty and betrayal. His bond with Iceburg is the most important in his life, as Iceburg trained him and entrusted him with significant responsibility. His friendships with the undercover agents, especially Lucci and Kaku, are marked by years of shared work and camaraderie, which makes their betrayal especially wounding. His relationship with the Straw Hats begins with conflict and misunderstanding but develops into mutual respect and cooperation during the fight at Enies Lobby.

Paulie's development over the course of the story is that of a man forced to reconcile his loyalty to his friends with the reality of their treachery, and who chooses to stand up for justice and the people of his city. He grows from a foreman with personal flaws and an uneasy introduction into a dependable ally willing to risk his life against dangerous government agents, and he finishes the arc as a respected leader of his company.

In terms of abilities, Paulie does not possess a Devil Fruit power. His combat strength comes entirely from his extraordinary expertise as a shipwright, particularly his mastery of rigging and knots. He fights using a style called Rope Action, in which he produces enormous lengths of rope from beneath his sleeves and wields them to bind, ensnare, strike, and defend against opponents. The amount of rope he carries is absurdly large, with Paulie able to create complex rope structures in moments, such as when he keeps himself, the entire Franky Family, their mounts, and the giants Oimo and Kashi from falling into a massive pit. He boasts that the specially woven Galley-La rope he uses never breaks no matter what load it carries. His named techniques include Heavenly Spin, which lets him swing a bound opponent around like a marionette; Support Knot, which restricts an opponent's arm; Punishment: One Rod Fishing, which flings a bound opponent away; Half Knot: Sky Soaring, which lassoes an opponent and slams them to the ground; Rope Knife Whip, which slashes targets using a rope fitted with small knives; Eight Knot Fancy Rope Fist, which pummels opponents with the knots at the ends of many ropes; Timber Towing Mark, which binds an opponent's hair and pulls them backward and is effective against giants; Spinning Top Knot, which wraps an opponent and spins them until dizzy; and Heavenly Rope Earth Net, which traps enemies in a web-like net of rope. Beyond his combat skills, his abilities as a craftsman are central to his character, as he is instrumental in the construction of the Thousand Sunny and represents the pride of Water 7's shipbuilding tradition.
