Commander Red is the supreme leader of the Red Ribbon Army, a powerful and feared military organization that serves as a primary antagonistic force in the early part of the series. As the commander-in-chief, he holds absolute authority over the army's vast resources, including its soldiers, officers, and advanced technology, all of which he deploys on a global hunt for the Dragon Balls.

In terms of appearance, Commander Red is a man of remarkably short stature, which is a defining characteristic and a source of deep personal insecurity. He has red hair and typically wears a black suit with a red shirt, accessorized with an eyepatch over his right eye. He is almost always seen smoking a pipe or a large cigar, adding to his depiction as a ruthless and untrusting tyrant.

Personality-wise, Commander Red is presented as a cruel, impatient, and unforgiving dictator. In the story, Commander Red serves as the primary instigator of the Red Ribbon Army arc. From his headquarters, he directs the army's efforts to retrieve the Dragon Balls, putting him into direct conflict with the protagonist, Goku, who seeks them for his own reasons. Despite being the mastermind, Red rarely participates in any action himself, instead commanding his forces from afar. After Goku systematically defeats the army's top officers, including General Blue and the deadly assassin Mercenary Tao, he launches a direct assault on the Red Ribbon Army headquarters. As Goku tears through the base, Staff Officer Black urges Red to retreat, but he refuses. It is during this desperate moment that Commander Red reveals his true wish to be taller. Enraged that the entire army had sacrificed so much for such a petty and selfish goal, Staff Officer Black shoots and kills Commander Red on the spot, ending his reign.

His key relationships are defined by his domineering nature. His most significant interaction is with his loyal aide, Staff Officer Black, whose constant support and advice Red routinely dismisses and insults. He views all members of his army, including high-ranking officers like General White, General Blue, and Colonel Silver, as expendable pawns to be discarded upon failure. Notably, Commander Red and Goku never have a direct confrontation. His development is minimal, as his character remains static in his cruelty and obsession until his final moments, when his pettiness is fully exposed, leading directly to his death and the collapse of his organization.

Regarding notable abilities, Commander Red possesses no significant combat skills or martial arts prowess. He is never seen fighting, and his power is derived entirely from his position, wealth, and the military might he commands rather than any personal physical ability. His primary role is that of a strategist and a commander, not a warrior.
