Description
Risa is a high school student from Fula City. Once a champion runner, a past injury shattered her confidence and instilled a fear of running, even after she healed physically. She shares a close bond with her younger brother, Rick, visiting him often while he recovers from a broken leg in the hospital. At his urging, she reluctantly agrees to attend Fula City's Wind Festival to catch a wild Eevee for him, despite having little Pokémon experience. Rick gives her red sunglasses to encourage her.

She has a slim build, long blonde hair with blue stripes and pink tips, and green eyes. Her outfit consists of orange-red overall shorts featuring a heart-shaped zipper buckle and yellow buttons, worn over a white shoulderless shirt with a folded collar. She wears white socks with red bands, brown shoes decorated with a yellow heart, a green scrunchie, and red bands on her right arm. Red sunglasses with blue lenses are often perched on her head. She also wears pink stub earrings, red lipstick, and red nail polish.

Gracious and sincere, Risa is generally likable but has a strong aversion to deception or brutality. She confronts problems directly, such as challenging Callahan after learning he lied about the Eevee's location on a restricted mountain and later approaching Pokémon hunters threatening Zeraora and Margo. Though hesitant about community activities like the festival cleanup, she cooperates with others during emergencies.

During the Wind Festival, Risa asks Ash Ketchum for help finding Eevee. Using his Pikachu in battle, she successfully catches Eevee for Rick, beginning to rebuild her confidence. Later, Eevee suffers a broken leg during a stampede caused by Team Rocket, strengthening the bond between Risa and Eevee during its recovery.

When a forest fire and toxic spores endanger Fula City, Risa joins the rescue efforts. Ash encourages her to return the ceremonial eternal flame to its pedestal atop a tower to summon Lugia. Hesitant due to her fears, she is motivated by Eevee's determination despite its injury. Overcoming her self-doubt, she races through the city. Rick unexpectedly helps by clearing a path through the crowd, allowing her to place the flame in time. Lugia arrives, extinguishing the fire and saving the city, fully restoring Risa's confidence in running and herself. In a post-credits scene, she questions Rick about how he knew her location during the crisis, but he doesn't answer.

Risa's primary Pokémon is her loyal Eevee, instrumental in her emotional recovery. She temporarily used Ash's Pikachu to battle and capture Eevee, but this partnership was situational.
