Description
Gōri Suidō serves as mayor of Tokyo's 24th Ward and is the father of Koki and Asumi Suidō. He represents the powerful Suidō family, owners of the Suidō Zaibatsu conglomerate and its subsidiary, Kizuna Construction And Maintenance, operating within the ward. As mayor, he governs the ward and actively promotes the Hazard Cast crime-prediction surveillance system. His late wife, Kanae Suidō, was an elementary school teacher who championed justice and founded community initiatives like the Takara Food Bank. Kanae's final project was the concept for the KANAE system, a macroscopic complex computer designed to uphold peace and order, which Gōri later brought to fruition.

The tragic death of his daughter Asumi during a fire at Takaro Elementary School profoundly shapes Gōri's path; Asumi perished saving her friend Kozue Shirakaba. In the aftermath, Gōri secretly authorizes the integration of Asumi's brain into the KANAE system to act as its central processing unit, believing this fulfills Kanae's vision and safeguards the ward. This act remains hidden from the public and his son Koki, who works as a SARG intern within the system. Gōri justifies ethically dubious measures, including suppressing dissent and enabling pervasive surveillance, as necessary sacrifices for the ward's greater good, marking him as a well-intentioned extremist.

His administration faces challenges from groups like Ran Akagi's DoRed, which protests Hazard Cast's restrictions on freedom, and the resource-exploiting Yabusame Group. When the truth about Asumi's consciousness powering the KANAE system is publicly revealed, Gōri experiences deep remorse, recognizing the ethical violation and personal betrayal. He accepts full responsibility for his actions, resulting in his resignation as mayor and public accountability. The KANAE system is subsequently reconfigured to operate via public consensus, ending Gōri's direct control over the ward's infrastructure.
