Description
Rock stands as the primary antagonist, a prime ministerial candidate in a future society where computer algorithms dictate human roles. His authoritarian nature is fueled by ambition and an insatiable desire for control. Identifying Godo's exceptional piloting skill, Rock assigns him the critical mission to capture the mythical Phoenix, believing its blood grants immortality and would cement his political power. This quest forms the core of his motivations.

He enforces rigid societal stratification, strictly prohibiting relationships between social classes. His engagement to Rena, daughter of elite leader Lord Eat, is a calculated political alliance within this hierarchy. Discovering Godo's forbidden romance with Rena, Rock leverages his political influence to revoke Godo's citizenship, sentencing him to forced labor in an Icelandic prison camp. This facility implements Rock's energy policy, extracting geothermal energy from Earth's mantle despite causing catastrophic seismic instability and long-term planetary destruction.
